Project
The project focused on replacing the outdated Police National Computer with a modernised national application to track lost or stolen high-value property across the UK, utilising Fimatix’s TaaS capability to deploy skilled data and technology talent, ensure strategic alignment, and enhance security and risk management.
Synopsis
Fimatix partnered with the Home Office to modernise the Police National Computer as part of the National Digital Policing Strategy, deploying highly qualified, security-cleared talent to streamline project delivery, reduce onboarding time, and enhance the UK’s law enforcement capabilities while achieving significant operational improvements and cost savings.
The Challenge
The Home Office required a trusted partner to deliver 2 key programme of works as pert of the National Digital Policing Strategy 2020 – 2030:
- Replacement of the Police National Computer(PNC) (created 1974) National Property Product.
- Database of Wanted & Missing Persons, Vehicles, Drivers & Property circa 130m records
- Contract cancelled in 2020 by Home Office as IBM failed to progress
Challenges identified by the Home Office:
- Years of under investment
- Years of limited technology
- Years of failed products
- Cynical users
- Lowest adoption rates
- Low level of technology use
- Difficult to gain investment
- Lengthy approval processes
The Project
Delivery enablers were identified:

- Transforming the Police Tech Market
- National application replacing the existing PNC Property system with some targeted enhancements.
- Holds the details of lost or stolen high value property across the UK, Including but not limited to:
- Animals – firearms – engines – boats – planes – cars – motorbikes – bikes
Project Delivery
- Project implementation utilized the Fimatix TaaS capability and included 5 full Sprint Teams to work concurrently with Home Office personnel.
- The TaaS team recruited and delivered Consultants with Security Clearance (SC) and NPPV3 which is the highest MET Police Clearance.
- Our TaaS team utilised our Virtual Bench and “hot listing” techniques to continually have a talent pool of suitable resources available to the Home Office at all times.
Project Benefits
The Fimatix TaaS product delivered the highest level of qualified resources with highly sought after Security Clearances on time and on budget throughout this programme of works.
This programme is still in progress and currently has 35 live resources in position.
The benefits of using our TaaS capability and virtual bench reduced the onboarding time of security cleared resources from 6 months to 3 weeks.
This further enabled the project to be fully staffed from initiation reducing time lag and project creep.
This new system is expected to be one of the most powerful criminal intelligence systems within UK law enforcement.
